Political instability could deepen challenges in South Africa’s economic hub
Fresh uncertainty is gripping Johannesburg after reports that the ANC may recall Executive Mayor Dada Morero, raising concerns about the impact on service delivery in an already struggling metro.
According to reports, the ANC in Johannesburg discussed Morero’s future during a recent regional executive committee meeting, though no official decision has yet been publicly confirmed. The party has described the matter as an internal process, urging caution against speculation.
Analysts warn of instability
Political analysts and opposition parties say the potential removal of Morero could worsen governance challenges in the city, which is already battling multiple crises.
Johannesburg faces persistent issues including unreliable water and electricity supply, deteriorating infrastructure, rising crime, and weak revenue collection. The metro is currently under national government intervention aimed at stabilising service delivery for its roughly six million residents.
Experts warn that another leadership change could stall progress.
“Frequent changes in leadership often disrupt policy continuity and delay implementation,” analysts noted, adding that any incoming mayor may prioritise political positioning ahead of upcoming local government elections rather than urgent service delivery needs.
A history of leadership turnover
The City of Johannesburg has experienced significant political instability in recent years, with multiple mayors taking office in quick succession. This revolving door of leadership has made it difficult to sustain long-term governance strategies.
Analysts say this pattern reflects ongoing internal battles within the African National Congress (ANC), particularly as parties prepare for upcoming municipal elections.
There is also speculation that a leadership change could be aimed at strengthening the ANC’s electoral position against opposition candidates, including those from the Democratic Alliance.
Opposition voices concern
Opposition parties have warned that residents are likely to bear the brunt of continued instability.
The Democratic Alliance has cautioned that removing Morero could further destabilise the metro, especially at a time when critical decisions — including budget approvals — are already under strain.
Johannesburg’s recently proposed adjusted budget failed to pass council, with opposition parties raising concerns over rising employee costs, which now account for a significant portion of municipal expenditure.
Mayor yet to receive official notice
Despite the reports, Morero’s office has stated that he has not received any formal communication instructing him to step down.
His spokesperson said the mayor remains focused on improving service delivery, infrastructure, and governance, and would abide by any official decision taken by the ANC’s national leadership.
What it means for residents
As political uncertainty continues, the key concern remains the impact on residents.
Johannesburg — South Africa’s economic powerhouse, contributing a significant share to the national economy — is already under pressure from failing infrastructure, hijacked buildings, and service delivery backlogs.
With elections approaching, analysts warn that continued political infighting could further delay efforts to address these challenges.
For now, the city remains in a holding pattern, with governance stability — and the delivery of basic services — hanging in the balance.
